Job Overview

This role involves managing the full lifecycle of grant administration, including procurement activities and contract management, for assigned grant programs. The position serves as the primary point of contact for subrecipients during application, award, and operational phases, ensuring compliance with federal standards under 2 CFR Part 200, Arizona State Procurement Code, and agency policies. Employment is grant-funded and contingent upon funding availability. Remote work within Arizona may be offered based on business needs.

Responsibilities

  • Coordinate competitive procurement processes including RFPs, RFQs, and Invitations for Bid; draft solicitation documents with required federal provisions.
  • Review and process sole source justifications, non-competitive procurements, and conduct cost/price analyses.
  • Draft, review, negotiate, and manage contracts, subcontracts, and agreements; ensure inclusion of federal provisions and coordinate with legal counsel.
  • Process contract modifications, amendments, and renewals; maintain complete procurement and contract files.
  • Receive, review, and process grant applications for completeness, eligibility, and compliance; coordinate reviews and prepare award notifications.
  • Draft subrecipient agreements and enter award information into management systems.
  • Process grant modification requests including budget amendments, scope changes, and no-cost extensions, ensuring compliance.

Qualifications

  • Knowledge of federal standards under 2 CFR Part 200, Arizona State Procurement Code, and agency policies.
  • Experience in grant administration, procurement, and contract management.
  • Ability to coordinate evaluation committees, conduct analyses, and maintain accurate records.
