Job Overview

The Program Financial Analyst IV role involves analyzing financial data, monitoring budgets, and providing insights to support decision-making for government contracts aimed at improving resiliency in the defense industrial base. This position works closely with finance teams and stakeholders to ensure regulatory compliance and optimize financial performance, while upholding organizational values.

Responsibilities

  • Conduct comprehensive financial analysis including predictive analysis, Basis of Estimate development, forecasting, budget variance analysis, revenue and cash flow forecasting, period closing, reconciliation, and profitability assessment.
  • Collaborate with project managers and contract administrators to develop and monitor project budgets, ensuring accuracy and adherence to contract terms.
  • Lead creation of level-of-effort tasks, track against budgets and expenditures, and perform Earned Value Reporting.
  • Provide financial guidance to project teams for cost control and identify savings opportunities.
  • Develop and present monthly and quarterly financial reports including budgets, actuals, variances, and Estimate at Completion.
  • Maintain compliance with regulations like FAR and DFARS for government contracts.
  • Assist in contract proposals, conduct financial analysis for pricing strategies, and update key performance indicators.
  • Analyze financial risks and opportunities, propose mitigation strategies, and collaborate on process improvements.
  • Lead development of spending plans, project burn rates, Estimate to Completion, and schedules for prime and sub-contractors.
  • Conduct ad hoc analysis and reporting to support program leadership and ensure efficient contract management.
  • Support internal and external audits with accurate documentation.

Qualifications

  • Experience in financial analysis for government contracts, particularly in defense or related sectors.
  • Knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Proficiency in budgeting, forecasting, variance analysis, and Earned Value Management.
  • Strong collaboration skills with cross-functional teams including project managers and contract administrators.
  • Ability to develop financial reports and support audits.
  • Understanding of contract proposal preparation and risk analysis.
