The Subcontracts Administrator provides procurement support for federal construction services performed worldwide. This role administers the entire subcontracting process from initiation to completion, ensures subcontractors and suppliers are qualified and compliant, manages efficient acquisition, contract administration, and maintains subcontractor relationships. Remote work is considered, with potential travel to the Orlando office 1-3 times per quarter.
Responsibilities
- Participate in outreach to source new subcontractors and suppliers, emphasizing small businesses.
- Identify and analyze procurement risks and opportunities, developing solutions to mitigate risks and seize opportunities.
- Qualify new subcontractors and suppliers, ensuring compliance requirements are met.
- Support proposal and estimating efforts by obtaining subcontractor and supplier pricing, deliverables, or other information.
- Draft and negotiate contractual agreements including subcontracts, purchase orders, change orders, master service agreements, teaming agreements, and non-disclosure agreements.
- Ensure agreements are accurate, legible, and include required provisions, flow-down clauses, and exhibits per policy, contract requirements, and laws.
- Monitor and maintain subcontractor qualifications, performance ratings, and compliance with regulations like Davis Bacon Act, Certified Payroll Reporting, insurance certificates, bonds, lien waivers, Cybersecurity Maturity Model Certification, and deliverables.
- Draft contract notices, letters, forms, and correspondence such as Requests for Information, Letters of Concern, Cure Notices, and Notices of Termination.
- Facilitate resolution of procurement problems by identifying issues, collaborating with stakeholders, and implementing action plans.
- Ensure subcontractor performance evaluations are completed and maintained.
- Verify all contract closeout requirements are met before final payments, including lien waivers and deliverables.
- Foster collaboration with other departments and teams to align with project goals.
- Communicate effectively with internal and external stakeholders.
Qualifications
- Experience in procurement, contract administration, and subcontractor management.
- Knowledge of federal compliance standards, including Davis Bacon Act, Certified Payroll Reporting, and Cybersecurity Maturity Model Certification.
- Ability to draft and negotiate legal documents and ensure adherence to company policies and applicable laws.
- Strong analytical skills for risk assessment and problem resolution.
- Effective communication and collaboration skills with diverse stakeholders.
